Frances erved as the Commandant, Industrial College of the Armed Forces, National Defense University, from 2003 to 2006, and was the 12th President, National Defense University from July 2006 to July 2009. She has an extensive education background as a graduate of Pepperdine University with a Master of Arts in Education, the University of Northern Colorado with a Master of Arts in psychology, Salve Regina College with a Master of Science in business management, Naval War College with a Master of Arts in National Security and Strategic Studies, and the University of Southern California with a Doctor of Education.
